How payment is structured before TOP

Meyer Blue is sold under the standard Progressive Payment Scheme used for uncompleted private residential property in Singapore, tied to construction milestones rather than a single deferred lump sum. Booking takes 5% upon the Option to Purchase, with a further 15% due on signing the Sale and Purchase Agreement (within 8 weeks of the Option date). From there, payment follows the build: 10% on completion of foundation work, 10% on completion of the reinforced concrete framework, 5% on completion of partition walls, 5% on completion of roofing and ceiling work, 5% on completion of doors, window frames, electrical wiring and internal plastering, and 5% on completion of car park, roads and drains. The largest single tranche, 25%, falls due on the issuance of the Temporary Occupation Permit, with the final 15% due upon legal completion.

A construction update (dated April 2026) put foundation work and the reinforced concrete framework as already complete for levels 1 to 20, with the framework for the top levels (21 to 26) estimated to finish by around Q1 2027, and ceiling works across the building estimated to run from Q2 2026 through Q2 2027 depending on floor band. These are developer estimates and will have moved on since; check current construction progress with the sales team.

6 minutes to an MRT station that’s already running

Meyer Blue sits at 83 Meyer Road, on the stretch of Meyer Road between the East Coast Parkway and the Tanjong Katong landed enclave, within the Marine Parade Planning Area (District 15). The address puts it inside what the developer markets as the East Coast Enclave, a short walk from the Katong-Joo Chiat heritage district and about 8 minutes on foot from East Coast Park, reached by a walkway and an underpass beneath the East Coast Parkway.

The MRT connection is already open, not a future promise

Katong Park station opened on 23 June 2024 as part of Thomson-East Coast Line Stage 4, together with Tanjong Rhu, Tanjong Katong, Marine Parade, Marine Terrace, Siglap and Bayshore. It sits directly along Meyer Road, between Tanjong Rhu and Tanjong Katong stations. This is a confirmed, running piece of infrastructure, not a projection: the line’s fifth and final stage (Sungei Bedok interchange and the remaining eastern stations) is slated to open in the second half of 2026, completing the full Thomson-East Coast Line.

Schools within reach

Within roughly 1 to 2 km are Dunman High School, Chung Cheng High School (Main) and Tanjong Katong Primary School. A little further out sit Tanjong Katong Girls’ School, Kong Hwa School, Haig Girls’ School, Tao Nan School, CHIJ Katong Conventand Victoria Junior College.

Long Island and the southern coastline plan

Singapore’s masterplan describes Long Island as eventually adding around 20km of new waterfront parks, forming part of a continuous 120km stretch of accessible waterfront along Singapore’s southern coast. Nearer-term precincts along the same waterfront, such as Nicoll and Kampong Bugis, are a 7 to 9 minute drive away and are being studied for new residential and recreational uses, though detailed plans and timelines for those precincts have not been finalised.

Long Island: a confirmed near-term step, and a much longer-range plan

Long Island is a coastal protection and land reclamation concept for the waters off East Coast Park, intended to shield low-lying areas from rising sea levels and eventually add a new reservoir and around 800 hectares of land. As of the Urban Redevelopment Authority’s own announcement on 30 June 2026, preparatory works, removing seabed obstructions and building temporary sand bunds, are confirmed to begin from end-2026, with the first phase covering about 570 hectares in the waters west of Bedok Jetty. A second phase, further east, will only begin after the 2029 SEA Games.

Beyond those preparatory works, there is no confirmed date for the actual land reclamation or any future housing on Long Island. URA and HDB have both described the wider project as spanning a few decades, with detailed reclamation plans still subject to further technical studies and public engagement. Any residential development on Long Island, and how close it might sit to Meyer Blue, remains an open question rather than a scheduled outcome.

Views & Orientations

One tower, three outlooks: sea to the south east, city to the south west, landed houses to the north

Meyer Blue is a single slim block rather than a cluster of towers, so its view story is simpler than most: every unit faces one of two directions, and because it’s the only building on the plot, nothing on site blocks either outlook. To the south, units look out over East Coast Park and the sea beyond. To the north, units look over the low-rise Tanjong Katong landed housing enclave, uninterrupted because the neighbourhood there is capped at two-storey bungalows and semi-detached homes.

The developer’s drone photography was taken at the 25th storey, and at the 15th storey for the 5 Bedroom Suite. It records the outlook available from the upper part of the block rather than the view from any particular level, and no source publishes a level-by-level progression. Every resident can reach the sea view through The Meyer Club on the 26th storey regardless of which way their own unit faces.

Why no unit blocks another

Because Meyer Blue is a single block development, there’s a specific claim worth understanding rather than taking at face value: no unit within the building blocks or looks directly into another. The nearest tall neighbours, Hawaii Tower, Meyer Mansion and The Meyerise, sit further along Meyer Road rather than directly in front of the block, and the low-rise landed enclave immediately to the north is height-capped, which is what keeps that northern outlook open rather than facing into someone else’s balcony.

Everyone gets the sea view eventually, via the sky facilities

Not every unit faces south, but every resident has access to one that does: Level 26, at the top of the building, carries the Club Lounge and Sky Gym alongside a shared sky garden, all looking directly out over the sea. The developer frames this explicitly as a way for north-facing owners to still enjoy the water view, just communally rather than from their own balcony.

DP1 and DP2 mark the entry point into Meyer Blue’s private-lift tier: every unit from here up gets its own private lift and lobby. Both carry a genuine second ensuite, a Junior Master Bedroom with its own bath, alongside the Master Bedroom, Bedroom 2, Bedroom 3 and Bath 2, plus ducted air-conditioning to the Living/Dining and Master Bedroom rather than the wall-mounted units used in the smaller types. Every unit at Meyer Blue is fitted with V-Zug kitchen appliances from Switzerland, Gessi sanitary fittings from Italy, Laufen sanitary ware from Switzerland, and a Poliform wardrobe system (since 1950, one of the leading names in Italian contemporary furniture) in every Master Bedroom. As with most developments, the specific appliances and finishes step up as the unit type gets larger.

Where the dishwasher and gas hob thresholds fall

The 2 Bedroom Premium and 2 Bedroom Premium + Study types get an induction hob and an integrated washer-dryer, sized for a more compact kitchen. The 3 Bedroom type steps up to a 4-zone induction hob but keeps the combined washer-dryer, while 3 Bedroom Premium switches to a 3-burner gas hob and a standalone washer and dryer. Other bedrooms get a built-in wardrobe finished in veneer and/or melamine (or melamine and/or lacquered finish for the Penthouses’ own bedrooms).

Air-conditioning is ceiling-concealed ducted to the Living/Dining and Master Bedroom for the 4 Bedroom Premium tier and above; everywhere else, including the Living/Dining and Master Bedroom of the smaller 2BR, 3BR and 3BR Premium types, uses exposed wall-mounted fan coil units. Every unit gets a Smart Home Management System covering the digital lockset, air-conditioning control, and access to the main entrance and side gate, plus a standalone battery-operated Home Fire Alarm Device (not connected to the building’s central fire system) and motorised acoustic blinds to the balcony. Hot water runs off an electric storage water heater rather than instantaneous heating, and turn-on and utility charges for this are borne by the purchaser.

Kitchen and door details worth knowing

Kitchen hinges are Blum and/or Hettich and/or Salice (or approved equivalent) with soft-closing, and the kitchen hood is recirculated rather than extracted. Town gas (not cylinder gas) is provided for cooking in CP1, DP1, DP2, DPS1, E1 and both Penthouse types. Window glass is euro-grey to meet RETV requirements, rather than tinted, laminated, double-glazed or acoustic-treated glass, though bedrooms across every unit type get motorised acoustic blinds regardless. Digital locks are fitted at the main door for every unit, and additionally at the private lift lobby door and rear door for every private-lift unit type.

Meyer Blue’s facilities are split across two levels rather than spread throughout the block: the ground-level arrival and pool deck, and a dedicated sky level at the very top of the building, Level 26, which every resident can reach regardless of which unit type they own.

The pools, in full

The 40m Lap Pool is Meyer Blue’s main pool, about 255 sqm across roughly 40 metres by 6 metres, around 3 lanes, at a depth of 1.2m. The Archipelago Pool is a separate leisure pool of around 179 sqm at 0.9m depth, with a Spa Cove of about 28 sqm built into it, fitted with hydrojets. Separately, the Kids’ Pool runs to about 42 sqm with a rain shower and bubble jets for younger residents.

Two gyms, at opposite ends of the building

The Coastal Gym at the 1st storey is about 36 sqm with a 3.0m ceiling, equipped with treadmills, a cross trainer, an upright bike, a multi-gym station and a weights station. The Sky Gym at Level 26 is smaller, about 30 sqm with a 2.4m ceiling, and is fitted out differently, with air bikes and air rowers rather than the ground-level equipment. Both are for reference only; the developer reserves the right to change the actual equipment provided.

Function rooms and the Gourmet Pavilion

The two function rooms (The Pacific and The Atlantic) are about 37 sqm each and cannot be combined into one larger space. Each comes equipped with an induction hob, hood, combi steam oven, fridge and wine chiller. The Gourmet Pavilion by the pool deck is fitted with an electric BBQ grill and an induction cooker. As with the gyms, the developer reserves the right to change the specific appliances provided.

Carpark, bicycle lots, and waste disposal

There are 229 carpark lots in total: 226 residential lots on a one-to-one basis (no visitor lots), 4 of which are equipped with AC electric vehicle charging, plus 3 further accessible lots at Basement 1. Each standard lot measures 2.4m by 4.8m with a 2.4m ceiling clearance, and there’s no dedicated car-washing bay. Bicycle parking totals 38 lots, split between the 1st storey and the basement carpark. Waste is collected via a bin centre at Basement 1 with 1 general waste and 1 recyclable hopper per floor, not a pneumatic chute system. There are 2 common lifts per block, and every private-lift unit type gives residents direct access from their own unit down to the basement carpark.

Meyer Blue is built using cast-in-situ construction with prefabricated bathroom units (PBU), where bathroom pods are manufactured off-site and installed as a completed module, rather than the fully volumetric PPVC method used on some other recent towers. Lift lobbies are air-conditioned; there are 2 common lifts per block, and every 4 Bedroom Premium unit type and above gets its own private lift with a single-opening configuration at every floor except the 1st storey, which opens on both sides.

Meyer Blue is developed by United Venture Development (Meyer) Pte. Ltd., the joint venture vehicle formed by UOL Group Limited and Singapore Land Group Limited (SingLand) specifically to acquire and develop this site. The partnership is structured 80/20, with UOL Group holding the larger share. Singapore Land Group is itself UOL’s Singapore-listed property subsidiary, so both joint venture partners sit inside the same group. Meyer Blue rises on the former site of Meyer Park, a 60-unit freehold condominium completed in the 1980s. Meyer Park’s owners first put the site up for collective sale in July 2022 at a $420 million reserve price, and again in October 2022 at the same figure; both attempts closed without a single bidder. Only when the reserve price was lowered to $390 million did the site sell, on 9 February 2023, for $392.18 million to United Venture Development, the UOL-SingLand joint venture, working out to about $1,668 per square foot per plot ratio after accounting for a land betterment charge of roughly $90.9 million. Individual Meyer Park owners received between $5.25 million and $7.26 million each, depending on their unit size.

Meyer Blue is a single block of nine stacks, and the developer’s view study records three outlooks rather than two: north over the low-rise Tanjong Katong landed enclave, south east over East Coast Park and the sea, and south west toward the city at Marina South.
